Background material for stakeholder workshop

The purpose of the workshop is to present the conclusions and recommendations regarding the possible development of European technical standards on acoustical classification and conformity checking of road surfaces and to get the views of different stakeholders. This will give DG Environment an indication as to whether this forms a good basis for continuing the efforts towards mandating the CEN to start working on appropriate standards.

Task 1: Technical background information
The major problem to be overcome regarding pavement standards is the fact that road surfacing is not a ready-made product. Tests made on the components are of no use with respect to noise. The noise performance will essentially be determined by the characteristics of the surface, which in turn will depend highly on the conditions and circumstances of the mixing and laying processes. Therefore, specific procedures based on specific testing methods need to be developed and validated before a harmonised classification system can be proposed at the European level. The purpose of this report is to provide an overview of the progress made so far in that direction and to derive recommendations on the efforts that remain to be accomplished with a view to supporting DG Environment, if appropriate, in preparing an accurate mandate for the CEN.

Task 2: Cost-benefit analyses
The purpose of Task 2 it is to motivate, explain, illustrate and disseminate the benefits of low noise road pavements and of joint standardisations in this area. Typical situations are identified in which low noise pavements are more cost-effective than other local noise reduction measures. This includes detecting and explaining possible information and results with regard to important side effects such as safety, energy use CO2 and other emissions. Thereby, the project provides documentation of the benefits of developing standards and classification systems which may form the basis for consulting major stakeholders and building consensus.
