COWI and 5 consortium partners have just signed a framework agreement with the UK government's Department for International Development (DFID) to deliver short and long-term consultancy in fragile states and conflict-affected regions around the world. The consortium has been named:

The The Recovery & Development Consortium (RDC) can provide, upon request, short and long term consultancies to:
- Stabilisation Unit
- Ministry of Defence (MoD)
- Foreign and Commonwealth Office (FCO)
- Department for International Development (DFID)
- DFID and FCO field offices
The RDC delivers services in the context of different political, military and development objectives in conflict-affected and fragile environments within all spheres of governance, social development, pro-poor social economics, community development, gender equality and poverty analysis, conflict analysis, management and mitigation.
Any combination of these services may be accessed by all departments and branches of DFID, MoD, FCO and Stabilisation Unit.
WHO ARE WE?
The RDC comprises the following members, COWI, Cowater, Maxwell Stamp, Channel research, The University of York, and The University of Birmingham, and offers a unique combination of research-based academic advice with hands-on practical implementation experience, and understanding of the importance of context specific approaches in a fragile country context.
The key strengths of the RDC include:
- broad experience of working in conflict-affected environments and fragile states
- concrete experience of managing framework agreements from a range of development agencies through dedicated in-house teams
- ability to rapidly access high quality international and local consultants through our experienced full-time staff and extensive consultant databases
- practical knowledge of design and implementation of development programmes, work with civil society and with UK diplomatic, development and military personnel
- Extensive and long-standing experience of development work on a global level with leading development agencies
- regular provision of high-quality strategic policy advice, research, and ability to mobilise, support and supervise consultants to work in English, French, Spanish, Portuguese, and Arabic.

The lead partner (COWI) has established a project management team to administer the Framework Agreement and ensure efficient and effective communication with the Client.
The consortium is very experienced in participation in (and managing) framework agreements. In particular, the lead partner is currently engaged in two framework agreements for NORAD, one for Sida (peace and security in development co-operation) and six framework contracts for the European Commission, including the EU framework contract Lot 7 on Democracy, Good Governance and Institutional Strengthening, with focus on human rights, state reform processes, conflict prevention, security sector issues and others.
We therefore have proven experience not only in the thematic area of the framework agreement per se but we also have an existing institutional structure to implement and administer them.
