The new Viborg Town Hall will fulfil the energy requirements of the future. The Town Hall is
currently under construction and will be finished in the first half of 2011.

The building |
The building will be a so-called low energy class 1 building, which means that the consumption will be less than 50 kWh/m2 in primary energy
consumption according to the Danish Building Code. The building will be one of the first in Denmark to meet this requirement. This means that
the consumption will be around 50 % lower than a conventional office building.
The project team has been made up of architect Henning Larsen Architect, landscape architect Lisbeth Westergaard and COWI. The vision is to
create a town hall which is accessible, sustainable and supports internal knowledge transfer.
The Town Hall is around 20.000 m2 and will have be the primary work place of around 800 persons. The building will be the administration centre
for Viborg Municipality which has 92.000 inhabitants.
The building is in the basic design a low energy building, with high level of insulation, triple glazed windows, built-in solar shading which
prevents solar income during the summer but permits solar during the winter, high level of daylight and natural ventilation.
On the technical side, the building is equipped with groundwater cooling, which is sufficient to cool the building directly for large parts
of the year. This is supplemented by both conventional compressor cooling and heat driven heat pumps, which uses district heating to cool the building.
Heating is taken care of by district heating and supplemented by both the heat driven heat pump and compressor. Finally the building is also going
to be equipped with 800 m2 of PV-panels.
The heating and cooling system uses thermo active slabs, which is a low-temperature heating system and high-temperature coolings system.

The project |
The Best Energy project is a project which is aimed at controlling the advanced heating and
cooling system in the building. Through extensive metering in the building, the BEMS (Building Energy Management System) will be taking advantage
of advanced ICT-solutions to make sure the energy consumption is kept as low as possible and also that it will be optimised during the operational
phase of the building. The goal of the Best Energy project is to show that through the advanced ICT-solutions the total energy consumption is going
to be 12 % lower than it would have been without.
