In 2005, the European Commission established a Phare multi-country programme on Environment and Enlargement in the (then candidate countries) Bulgaria, Croatia, Romania and Turkey. One of the projects under this programme was, "Developing the Capacity of Environmental Authorities, through Transfer of Best Practice and Training to Support Effective Use of Financial Resources", launched by the European Commission, Directorate General for the Environment in 2006.

The overall objective of the project is to build capacity in the beneficiary countries for the environmental authorities to organise and prepare environmental financing strategies to ensure effective implementation of EU environmental acquis. Three of the countries appointed pilot regions where the project would be implemented. The countries would then based on the experience gained, disseminated the methodologies to the rest of the country. Environmental financing strategies and project pipelines are being prepared for the pilot regions. For Croatia it was decided to implement the project at national level.

In addition - and complementing these components - a capacity building component will be carried out. This will include training, meetings, on-the job training etc.

The project started in November 2006 and was completed by February 2008.

The project is implemented and managed by an international Consortium which includes national companies from each country.
